A Delaware federal judge ruled that groups including the Philadelphia Regional Port Authority and the Delaware Riverkeeper Network that filed requests to intervene in an anti-dredging lawsuit filed by Delaware can submit position papers. None will be permitted to testify at a hearing next Tuesday in U.S. District Court in Wilmington. Judge Sue L. Robinson ruled that Sen. Arlen Specter (D., Pa.) can file a memorandum of law as a friend-of-the court, but cannot present oral arguments. Specter says an injunction to block the U.S. Army Corps of Engineers from deepening the Delaware River to 45 feet will harm Pennsylvania's economy. - Linda Loyd
