A Delaware federal judge ruled that groups including the Philadelphia Regional Port Authority and the Delaware Riverkeeper Network that filed requests to intervene in an anti-dredging lawsuit filed by Delaware can submit position papers. None will be permitted to testify at a hearing next Tuesday in U.S. District Court in Wilmington. Judge Sue L. Robinson ruled that Sen. Arlen Specter (D., Pa.) can file a memorandum of law as a friend-of-the court, but cannot present oral arguments.
